Development and Training Services, Inc. (dTS) is currently recruiting a Gender Expert for a USAID-funded Empower Pakistan: Firms (EPF) project. dTS is an 8(a) SDB certified woman-owned small business, located in Arlington, Virginia, that specializes in social and economic development.
The goal of Empower Pakistan: Firms (EPF) project will be to develop a dynamic, internationally competitive, business sector in Pakistan that is increasing exports, employing more people and producing higher value added products and services. The project will accomplish this by working at the policy, sector and firm level to improve the productivity and competitiveness of Pakistani businesses.
The Empower Pakistan: Firms (EPF) project will achieve its goals through three complementary components, in which the Gender Expert will play an integral part in the inclusion of gender in all components. Component 1 will focus on development of the private sector by assisting key industrial sectors that offer the greatest opportunity for growth, exports and employment. The focus of Component 2 is to develop business support services by working with the local service providers who will assist private sector firms in their effort to become more competitive. Component 3 will focus on the Pakistan Business Enabling Environment by actively pursuing policy and regulatory reforms at the national, provincial and district levels, based largely on input from the private sector.
The Gender Expert will attempt to address the issue that gender inequity is one of the most serious and pervasive constraints to achieving broad-based, sustainable economic growth in Pakistan. Donor-funded contributions in support of economic growth can only be highly leveraged with a strong, dedicated and public (visible) commitment to addressing these constraints. Therefore, the Gender Expert must demonstrate a keen awareness to gender issues in Pakistan, with a particular emphasis on the barriers and constraints women face in pursuing income-generating opportunities in formal/informal settings in targeted sectors and districts.
Candidate Requirements
Extensive experience in planning, implementing and assessing enterprise development and entrepreneurship development interventions with a gender perspective.
Prior experience in the business development with a gender lens will be essential.
Ideal candidate will have significant experience in business, finance, women entrepreneurship development and economics.
The candidate should also have prior experience of successfully working in societies with extremely low results in gender and development indicators.
The candidate should have 7 years experience and a Master's degree in the social sciences or related field. In lieu of a Master's degree, a minimum of 10 years if experience is required.
