Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.


In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

1. UNV Assignment Title: UNV LGBT Human Rights Officer.

2. Type of Assignment: National UN Volunteer

3. Project Title: Being LGBT in Asia: A Participatory Review and Analysis of the Legal and Social Environment for Lesbian, Gay, Bisexual and Transgender (LGBT) Civil Society

4. Duration: 1 year

5. Location, Country: UNDP Asia-Pacific Regional Centre (APRC), Bangkok

6. Expected Starting Date: January 2013

7. Brief Project Description: Lesbian, gay, bisexual and transgender (LGBT) people often confront stigma, prejudice, discrimination and sometimes violence based on their sexual orientation or gender identity. The Office of High Commissioner for Human Rights released a report in 2011 documenting widespread discrimination in employment, education, health and other areas around the world.
In recognition of the challenges faced by the LGBT community, the United Nations Secretary-General Ban Ki-moon noted that widespread abuse, violence and discrimination against LGBT persons around the world is a “monumental tragedy – a stain on our collective conscience” and calling for efforts to ensure that the human rights of all people are protected. The Secretary-General stated: "lesbian, gay, bisexual and transgender people are entitled to the same rights as everyone else".
In 2012, UNDP APRC, in partnership with USAID Regional Development Mission for Asia, explored key principles underlying both Agencies’ work in the region; particularly in relation to the knowledge gaps of vulnerable populations; and how the two regional offices related to clients in providing intellectual and thought leadership in the region.
As a result, both agencies agreed to embark on a collaborative project to conduct an environmental and operational analysis and develop strategies in Asia that will increase understanding of LGBT people and organizations. Specifically, the project will:
a) undertake participatory and analytic research with LGBT communities
b) provide intellectual leadership for development partners in the area of human rights of LGBT people, and
c) innovate and implement a new program design and learning methodology for vulnerable populations that integrates new technologies.
UNDP and USAID have also agreed upon the priority countries for this review and analysis and this will be confirmed in the initial planning meeting to be held by both agencies. The most robust elements of this work will focus on Myanmar, People’s Republic of China, Indonesia, the Philippines, Thailand and Viet Nam. The countries have been selected on the evidence of civil society organizations already active in an area related to LGBT issues and includes the diversity of cultural, religious and political traditions in Asia. In addition to the six countries, additional resources and experiences will be drawn from a variety of jurisdictions in Southeast and East Asia.
The UNV will be placed to support the implementation of activities in Thailand.

9. Organizational Context
The Regional Centre is structured according to the UNDP Strategic Plan and aligns annual work plans to Regional Bureau for Asia and Pacific (RBAP) Country Offices’ priorities and demand. Eight programmatic practice areas are represented, with respective Regional Practice Leaders (RPLs): Democratic Governance, Poverty Reduction, Energy and Environment, Crisis Prevention and Recovery, HIV/AIDS, Gender, Capacity Development and Knowledge Services. The Regional Centre houses the Regional Human Development Report Unit and provides Management advisory and support services to strengthen COs efforts towards increased accountability and efficiency.

11. Description of tasks:
Under the direct supervision of Edmund Settle, Policy Advisor, HIV, Rights and Governance, UNDP APRC, the UN Volunteer will undertake the following tasks:
• Engage and build working relationships with LGBT organizations and advocates
• Organize a national dialogue consisting of LGBT organization representatives, advocates and human rights defenders
• Assist the Technical Officer, LGBT and Human Rights in coordinating with partners and stakeholders
• Assist the Technical Officer, LGBT and Human Rights in the development of new media tools that are innovative, replicable and impactful while generating learning and knowledge related to the human rights of LGBT people
• Disseminate knowledge, multimedia and new technology products and resources amongst LGBT, human rights and other civil society or development organizations
Furthermore, UN Volunteers are encouraged to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

12. Results/Expected Output:
• National dialogue conducted
• Advocacy materials developed and distributed
• A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

13. Qualifications/Requirements:
• Bachelor’s degree in social sciences or other relevant field; relevant experience may be considered in lieu of this Understanding of and links with the LGBT community
• Experience in programme administration/coordination
• Fluency in spoken and written English in addition to fluency in the national language
• Experience working with NGO/CSO/GO on human rights issues
• At least 22 years old
• National of the country of assignment
LGBT people are highly encouraged to apply for this position.

14. Living Conditions:
Bangkok has a tropical monsoonal climate with 3 distinctive seasons (cool, hot, and rainy). The temperature does not drop below 20 degrees Celsius in the cool season and can go up to 40 in hot season.
Different kinds of accommodation are available in Bangkok, though it is most common to stay in apartment buildings. The cost will vary depending on individual wishes and requirements as well as location. Transport options include the sky train (BTS), metro/underground system (MRT), riverboats, taxi, bus and motorbike.
There are different phone networks available (fixed and mobile) and internet access is easy (it can be installed at home and there are also many internet cafes and public WiFi access points). The electricity network is 220 volts.

15. Conditions of Service
A 12-month contract; monthly volunteer living allowance (VLA) THB 23,844 intended to cover housing, basic needs and utilities (monthly amount is determined by the regulations of UNV); settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable).
