ThaiFonts-SiamPradesh 0.2.1 Released

Changes from 0.2.1

* Fix fontconfig problems about synthetic fonts:
o DTD conformance
o Fix over-scaled-down synthetic font due to double multiplication
o Bump synthesizing rule order so it's applied before
fontconfig's default
