e ai, meu povo? ping?

Eu tenho três ideias na gaveta aqui... mas sozinho ninguém vai a roma.

1) Dar um tapa e reapresentar o projeto que enviamos prum edital da UN. Foi pré-ônibus hacker e era na verdade uma série de viagens para 6 cidadezinhas do Brasil onde a gente faria um ciclo completo da oficina de 'Como fazer uma lei?', criando e coletando assinaturas para uma lei de iniciativa popular e na sequencia criando uma rede de debate e suporte legislativo entre essas cidades para acompanhar e documentar a tramitação nas câmaras municipais.

2) GitLaw, GitLaw, GitLaw... ta quicando [ http://www.ted.com/talks/clay_shirky_how_the_internet_will_one_day_transform_government.html | http://sunlightfoundation.com/blog/2012/09/27/on-legislative-collaboration-and-version-control/  ] e tem várias pessoas fazendo coisas parecido. Mas ainda acho que tem espaço prum software, baseado em git, para escrita distribuída de projetos de lei e que faça isso em uma sintaxe markdown legível por máquinas *e* humanos.

De novo, acho que dava pra casar isso com um field test e conectar com o projeto da Rockefeller.

3) Pesquisa Eleitoral Aberta
Essa é uma pira mais recente... queria fazer para 2014 um sistema de pesquisa eleitoral aberto e distribuido. Pra botar pra foder com a palhaçada do DataFolha, Ibope e afilhados e principalmente para criar um jeito de pequenos municipios se instrumentalizarem pra isso. (Não sei se acredito em pesquisa eleitoral e tenho minhas dúvidas se deveria existir... mas já que esta ai, acho uma merda que seja pra poucos.)

A ideia aqui é insipiente, mas é um combo de uma metodologia aberta com um software mobile que permita crowdsourcear a pesquisa eleitoral. O sistema faria toda a inteligencia de dividir em pequenas tarefas e tentar impedir manipulação por parte dos censores voluntários. Da pra usar os setores censitarios do IBGE + geolocalização pra fazer algo legal nisso aqui.

Eu tenho quase certeza que da pra fazer algo com uma margem de erro razoável. Não sei se alguém sabe de um experimento desses mundo a fora?

Prior Experience of Your Organization: Transparência (Transparency)
Hacker is a community of 350 hackers and activists focused on public
transparency, open government data and civic participation, as
strategies to hack the way politics work in Brazil. We work
collectively in projects that represent new forms of political
participation, through online/innovative offline tools; and take
active part on participatory processes for law making around public
information access and internet regulations, advocating for freedom
and openness.

Operational Budget: 50000 - 100000

Prior experience of your organization with the UN: In February 2010,
we participated on the 12th United Nations Congress on Crime
Prevention and Criminal Justice, presenting the Transparência Hacker
initiative at the parallel seminar "Information Technology and
Corruption Prevention". The organization was invited by Controladoria
Geral da União (Office of the Comptroller-General, brazilian federal
government).

Affiliation: W3C Brazil (THacker sponsors), Catholic Overseas
Development Agency (research on how online interactions helped a
brazilian bill of popular initiative – the "Ficha Limpa" or Clean
Record Bill – to become the first law of its kind), Mozilla Foundation
(Drumbeat project, design and coordination of highly participatory
events), C2D- Zurich (developing website for Congress elections), UT
Austin (International School on Digital Transformation '10),
Bertelsmann Foundation (Transformation Thinkers '10)

Project Title: Hacker Invasions– getting communities to hack politics
by online law making and civic participation

Project Location: Local | Brazil
Please specify where in country (e.g. city(ies), region(s), whole
country): 6 cities to be defined in the 6 geographic regions of the
country (north, northeast, center, southeast, south and federal
district)

Project Summary: A field project to happen in 6 cities of Brazil,
where a group of activists acts in collaboration to local communities
to raise awareness about new forms of political participation in a
networked world. The idea is to visit cities where a relatively small
group of people can create and propose a bill of popular initiative,
which means they can legislate directly if it's proven they have
enough popular support to their ideas. In this cities, the THacker
Invaders run open and highly participatory events to identify common
needs, to help people to translate these needs on a bill, and also to
show them possibilities of online and offline interactions that can
help their project to come become a law – empowering citizens to
create and mobilize political change by innovative ways. An online
platform will gather information on how bills are being processed on
different cities, allowing people to share experiences, and making the
legislative process more transparent and accessible to all.

Requested Grant Amount: $199,100.00

Gender considerations: Gender considerations are taken into account in
the project design
The project aims to have women as protagonists of participatory
actions in brazilian cities, by considering groups focused on gender
issues, feminist social movements and women groups as important
targets for the local articulations that will happen during the
THacker Invasions.

Marginalized or Vulnerable Groups: The needs of marginalized or
vulnerable groups are taken into account in the project design.
The project has the intention of creating a methodology that explains
and open the political scenario to groups that are not traditionally
empowered for civic participation, providing these citizens with
innovative tools that can be used for change in non-traditional
environments, and using collaboration as tool to create possibilities
of action specially for groups that didn't have them in the past.

Problem being addressed: The democratic development of Brazil in
federal level doesn't necessarily get to cities, where politics are
done by the few people traditionally in power, and there is no
awakening for strategic/innovative ways to change this scene. The lack
of transparency on how politics work contributes to leave citizens
with no power for expressive change. Low level of public info is
related to a low level of autonomy, that can be positively related to
both hacking and political culture on their best forms

Objectives/Purpose: Empower citizens through new perceptions on
political participation and collaboration, showing institutional and
strategic tools for political change, creating successful cases of
participation on legislative processes, forming a community of
citizens interested on politics and acessible law making

Key Activities:
- Researching the context of local politics in Brazil, building a roadmap
- Researching deeply the political context of each city, articulating
in loco with NGOs, social movements, interest groups and citizens
- Designing an innovative model of workshop that is open to people not
traditionally involved in politics, in collaboration with
international specialists, published on the web in flexible licenses
- Running local workshops on political participation, explaining
institutional and innovative tools of brazilian legislative process,
identifying common needs
- Running "hands on" workshops focused on law making, building a bill
of popular initiative, setting up strategies for public support
- Running training sessions focused on using the online platform to
collaborate with other groups/specialists focused on law making and
civic participation
- Accompanying the legislative processes and supporting communities virtually
- Video documenting the THacker Invasions, building guidelines

Outputs/Deliverable Products:
- Research on brazilian local politics and legislative processes
- List of local NGOs, groups and social movements targeted by the project
- 6 projects for bills of public initiative
- 18/20 local events focused on political awareness, participation and change
- Multi-city, regionally broad community of people involved in civic
participation and law making
- Digital platform for interaction and collaboration on the topics
proposed by the project
- Video documentation of the process and guidelines for replication

Results / Outcomes: Consolidation of participative processes and new
forms of political action in local level, political awakening,
creativity towards online and offline tools for civic mobilization,
emergence of new leaders among groups not traditionally empowered,
more knowledge about legislative and political processes in Brazil,
more transparency, more conscience around matters such public
information access and civic participation

Monitoring and Evaluation: Number of people involved in the project
(research, articulation, participatory actions and events), number of
people on the online platform, public access to project documentation
and platform website - to be accompanied by the project community and
its partners, through online accountability tools

Innovation: Researching and designing innovative formats for public
participation on politics, connecting new technologies and the
internet to political actors, empowering groups who are not
traditionally part of the political scenario, connecting to the hacker
culture to advocate for openness and autonomy

Sustainability: Sustainability will be based on the online community
of practice created around the project, built over autonomy and
collaboration principles. During follow-up periods, orientations for
project continuation will be created and shared, such as the
documentation and guidelines for project replication

Why UNDEF?: UNDEF is funding civic-empowered change towards democracy
and participation in development countries. So it's the ideal partner
for this project to have the local and national autonomy needed for
its plain implementation.
