Dear LOWG members,

I'm writing you having just returned from Mexico City, where last week I participated in the Transparency Week of the Mexican Congress. This exciting event saw the announcement of a bicameral Open Parliament Alliance with civil society in Mexico. We are proud that the Congress of Mexico will be participating actively in the Legislative Openness Working Group (LOWG), and is in the process of developing an action plan on legislative openness.

On behalf of the co-anchors of the working group, the Congress of Chile and NDI, I am excited to share with you the LOWG's 2014 Workplan, which is attached to this email. 

It includes a number of events, knowledge products, and other activities in which we seek your engagement. We have had conversations with many of you over the past months, and are close to finalizing an informal coordinating committee of members who have made particular commitments with respect to implementing this action plan over the course of the year. The co-anchors continue to believe that the success of the working group depends on broad engagement and are happy to look at additional opportunities, as they emerge, which might be facilitated by the LOWG. 

To take just one recent example, the LOWG has been working with the World Bank to organize a parliament-to-parliament exchange bringing a delegation of MPs and legislative staff from the Honduran Congress to Mexico to explore opportunities for advancing legislative openness with the Mexican Senate and civil society groups like Fundar. The visit, which will take place at the end of March, is made possible by funding from AECID.

We also very much look forward to a meeting of the LOWG, hosted by LOWG co-anchor, the Bicameral Commission on Legislative Transparency of the Congress of Chile, in Santiago in June. We will be announcing final dates for that event (likely in the first week of June) during the coming week.
