Over the past several decades, notable progress has been
made on bringing legal content into the world of electronic
media. One area that has lagged has been legal citations.
Efforts to make citations work better in the electronic
sphere have sometimes concentrated on changing their
formatting and presentation on the page. These efforts
have had a limited effect.
Associate Dean John P. Joergensen of Rutgers School of Law
and other OASIS members are discussing the feasibility of
designing an open standard data model and markup model for
legal citations that can be used in electronic texts. A
standard model for tagging citations could simplify
software development and become the foundation for new
innovations in legal authoring, linking, annotating,
searching, and citation analysis, all without requiring
that the display text on the page be changed in any way.
A draft proposal is now available online at:

by a background document on the historic and evolving
challenges of citation in legal and legislative documents,
