ANNOUNCE: TGCaptcha widget initial release

I'd like to announce the release of a new widget, TGCaptcha. This
widget is designed to provide an easy way to add simple image-based
captcha validation to forms. It also exposes a few plugin entry points
to allow you to add your own image generators or text generators.

I know nothing about generating captcha images, so much thanks to the
folks I have freely copied from to generate the images (Jonathan
Vanasco, Micah Dowty, Robert McDermott).
