Thank you again for your time on Friday, it was extremely encouraging to come out of our conversation having learned that employees of the Government are important, and are an important part of the future direciton of Tonga.

Again, I admit that all the briefs I've discovered on the Economic Public Sector Reform Program had me seriously concerned that this was a cost-cutting affair, tinged with Taylor/Scientific Method procedures for manipulating staff that meant squizeing blood out of the workers.

We do not need ICT Training for senior staff being viewed in this light.

As I understand, the Public Service Commissioners and the Public Service Commission are actively pursuing activities and staffing that emphasises the importance of employee performance and the systems in place supporting employees performance. PSC activities include the workshops and seminars you are running for our current leaders on various aspects of their jobs and being leaders.

In essence, the change in Tonga has to begin at the top and it is exciting to see that happening.

Fallability. Also encouraged by the fact that the Commissioners take not of the errors they have made, and have gone to troubles to rectify (not shift blame, or avoid) these problems instead of letting the problems cause further problems.

Minutes. An interesting point that you brought up, with which some of our groups may choose to take, is the difference between "Resolution" style minutes and "Discussion" style of minutes. As you noted, the common minutes are to use resolution minutes which only takes note of what meetings have 'resolved.'

Your preference for "Discussion" style minutes, where each discussion issue and point is detailed with the minutes, gives a good record of why and how a resolution was achieved. This is important for future meetings, disputes where previous discussions are recorded. In the same thought, those detailed minutes give records of the decision process itself thus becoming a tool for evaluating the effectiveness of arrival at resolutions. This is a tool that is especially valuable when decisions are in error. After all, how can we learn from our experience/mistakes if we dont' remember what they were?
