Who knows about the "Public Sector Reform Process ?"

Hey People,

As I ponder life, the universe, and the increasing price of fuel...

Looking at our Leadership Training, expected efficiency requirements et. al. Human Capacity Development I realise that there is potential for a serious lot of conflicts between senior management and the "bodies on the line."

This leads to my need to understand our Public Sector Reform program a little better

I'm asking the source (Salote?) what I can get to help me understand the Public Sector Reform program a little/lot better so we can integrate our little endeavours with it. It seems to me that the regulatory framework essentially points to the PSC as the appropriate place for our Capacity Development, Training component of eGov.

Unfortunately or Fortunately, I am coming to the conclusion that if the PSC component of our eGov doesn't work, then we can just forget the rest of the National ICT program for eGov for another 10 years.

The Questions:
  • What is the philosophy behind the Employee Reform Programs
  • What are the mechanisms for determining indicators of performance

Philosophy?

Is it based on something like the ISO 9000 or some TQM (Total Quality Management) approach, or are we developing our own as we go along?

Indicators of Performance

The only things I can see in the write-ups above are related to have Performance Reviews, with presumably employee goals as the benchmarks for performance?

Is this correct ?

On the reforms of Policies and Procedures (not just PSC's) is there awareness, or mechanisms in place to indemnify the employees when their performance problems are caused by the Policies and Procedures ?
