Let me quote parts of my older post to explain what I am talking about

The question is, if art that was created, using those extended and
propriatory characters, which are not part of the US-ASCII standard
can still be called ASCII or not. Some suggest calling them ANSI, but
ANSI implies the use of the special MS DOS ANSI.sys formating (Colors
etc.).
