Change in Membership Procedure.

I did not want to have to do this, but too many spammers are making
their way onto this message board. From now on interested persons who
want to join will need to request membership. Hopefully, this little
speed bump will not deter those who belong on this site.

Thanks to everyone who has contributed and I look forward to more
usage in the future.

Anyone who joined prior to July 20th does not have to do anything to
update their membership.
