At the link below, you may read the letter and drafted proposal that
Cynthia Kent has presented to Sen. Eltife and Rep. Hopson.

The first option is a ban. It would make it a third-degree felony to
own a "pit bull" (defined as American Pit Bull Terrier, American
Staffordshire Terrier, Staffordshire Bull Terrier, or American
Bulldog), or a pit bull mix, or any dog that resembles such.

The second option is not a ban, but it requires owners of "pit
bulls" (as defined above) to: specially register their dog as a "pit
bull," spay/neuter the dog, take out liability insurance of at least
$250,000, keep the dog leashed and muzzled in public, and keep the dog
indoors or in a specially built, secure, locked kennel.

The Tyler paper also has further details on the proposal. From the
sound of it, Senator Eltife favors some type of BSL, and is likely to
support this effort.

"Eltife said today he had not seen the proposed bills, but he was
looking forward to working with Mrs. Kent on some type of legislation,
because the stories of people being maimed and killed by pit bulls
were becoming too numerous."

Please note there is no scientific data to support Kent's assertion
that "pit bulls" only make up 5% of the dog population in the U.S.
Also please note that the "study" cited by the Tyler paper (Merritt
Clifton's report) is an utterly flawed piece of literature.

Prefiling runs for the next two months, and the legislative session
begins in January. I will continue to monitor the prefiled bills
daily.

Things you can do now:
Collect signatures for the anti-BSL petition to be presented to

Contact Senator Eltife and Representative Hopson and ask them not to
file or support BSL.
Create educational materials and present them to Senator Eltife /
Representative Hopson / your legislators.
Notify your local humane society, animal rescue, dog clubs, and
similar local organizations that would not support this type of law.
Encourage your friends and family to join Texans Against BSL or
another BSL-monitoring list.
