By now, some of you may have heard about the filing of HB 998.

HB 998 would require owners of unneutered, unconfined male dogs over
20 lbs to obtain liability insurance.

This bill is NOT breed-specific as written; consequently, at this
time, Texans Against BSL and StopBSL are taking no position and
recommending no actions.

However, we are watching it closely, as it could easily become breed-
specific during revisions.

To date, there have been no breed-specific bills filed. "Justin's Law"
is still without a sponsor, and supporters have acknowledged that a
breed ban is unlikely to pass. Legislators can file bills until March
11.
