IMaGES and LOFS not following knowledge

Hello, 

I'm noticing that IMaGES and LOFS are not adhering to the knowledge tiers I assigned. I have three tiers that I want the model to follow. Have others experienced this problem? I see that there is a previous post on this topic, but it doesn't appear that it was addressed. 

I see that there are many areas where a knowledge box can be incorporated into the workflow. Is there an ideal place to add knowledge tiers?
