Solar midnight is the time opposite to solar noon, when the Sun is closest to the nadir, and the night is equidistant from sunset and sunrise. Due to the advent of time zones, which regularize time across a range of meridians, and daylight saving time, solar midnight rarely coincides with 12 midnight on the clock. Solar midnight depends on longitude and time of the year rather than on time zone. In ancient Roman timekeeping, midnight was halfway between dusk and dawn (i.e., solar midnight), varying according to the seasons.

Midnight marks the beginning and ending of each day in civil time throughout the world. As the dividing point between one day and another, midnight defies easy classification as either part of the preceding day or of the following day. Though there is no global unanimity on the issue, most often midnight is considered the start of a new day and is associated with the hour 00:00.

Strictly speaking, it is incorrect to use "a.m." and "p.m." when referring to noon or midnight. The abbreviation a.m. stands for ante meridiem or before noon, and p.m. stands for post meridiem or after noon. Since noon is neither before nor after noon, and midnight is exactly twelve hours before and after noon, neither abbreviation is correct. However, many digital representations of time are configured to require an "a.m." or "p.m." designation, preventing the correct absence of such designators at midnight. In such cases, there is no international standard defining which arbitrary selection is best.[2]

In the United States and Canada, digital clocks and computers commonly display 12 a.m at midnight. The 30th edition of the U.S. Government Style Manual (2008), in sections 9.54 and 12.9b, recommended the use of "12 a.m." for midnight and "12 p.m." for noon.[3][4] However, the previous 29th edition of the U.S. Government Printing Office Style Manual (2000), in section 12.9, recommended the opposite. There is no further record documenting this change. The US National Institute of Standards and Technology (NIST) recommends avoiding confusion altogether by using "11:59 pm" or "12:01 am" and the intended date instead of "midnight" or "12:00 am".[5]

Some of us are on 7.0 and some on 8.0, but no one can seem to get the MIDNIGHT theme to load as default on start up. We can get the DARK or LIGHT or DEFAULT themes to load, and we can do custom as well, we just cannot get the MIDNIGHT to load. We have even tried loading the MIDNIGHT theme, then changing a graphics color in order for the menus to all switch to CUSTOM, and then saving that creo_parametric_customization.ui file in our start in location. But nope... shows it is a Custom theme but menu colors are all the DEFAULT theme.

Thanks... Sadly, something else must be going on with our configuration because this does not work. We have tried many, too many to list here, options, but something seems to push us back to the default theme.

Check your config (File > Options > Configuration Editor) for system_colors_file to see where it is pointed. Also observe if it is locked as symbol_instance_palette_file is in image below. The lock indicates that it is controlled by a config.pro.

Yes, I am aware of all the syscol.scl's that are being loaded, none set the THEME, and I AM able to make changes to the color scheme, save that into my personal .scl, the one I load in my config.pro AND the changes stay. Actually, I do not believe the THEME is even stored in the .scl files, or at least when I open mine up with Notepad there is only the color changes I made to the graphic window items, like background, or preselection highlight. Nothing about THEMES...

IN FACT, I can change THEMES, as Martin's video above in the first reply showed and as long as I do NOT select the midnight one, they stay in effect when I reopen CREO. IT is ONLY the midnight one that I cannot get to load by default.

I can change to the DARK THEME, quit CREO, restart CREO and I will have the DARK THEME menu's... BUT if I do the exact same steps and select MIDNIGHT THEME, when I reopen CREO it will have the light gray menu's from the default theme... Very strange...

Thanks Martin... sadly, I am currently unable to test this as my IT has locked things away. I am working on getting them to understand, but you know how that goes... Maybe someone else with this problem can test this to confirm.

Yes, I am aware of all the config.pro's being loaded. Sadly, as I indicated, my IT guys placed a config.pro in the program files with that system_color_file option specified. I have no way of removing it without IT ADMIN... All I can do is let them know...

There is also the following HIDDEN config option that i have tried to add to y config, using Creo 8, but it only give me a dark background. I have found that these hidden options sometimes do work, but are not visible if you search for them to add.

Hi @Rebecca_McGrath,
are there any updates on this? Just trying to set up the rules for me and my team, and triggering the rules only once a day causes a lot of manual work, which makes those rules not needed in most cases. Do you have any new solution to this? Maybe other triggers, that could trigger those rules during the day and not only on midnight?

This graph tracks the cumulative number of economically significant final regulations published by executive branch agencies under different administrations, during equivalent months in office, from President Reagan to President Trump.

It is interesting to note how each administration follows the same general trend upward as their time in office elapses, and that each administration (excluding Reagan) has a notable uptick in their final months.

Our Reg Stats page contains helpful charts for assessing aggregate regulatory policy over time and across administrations. The concept of "midnight regulations" appears evident in this data with the number of annual major rules published by the Clinton, Bush, and Obama administrations.

There is a trend across administrations, regardless of party, to increase regulatory activity during this time period. There is also, unfortunately, a decrease in the quality of corresponding regulatory impact analysis.
