BUG? IConfigurationAnnotation lacks setters, so IAnnotationTransformer2 can't transform them

IannotationTransformer2.transform(IConfigurationAnnotation annotation, java.lang.Class testClass, java.lang.reflect.Constructor testConstructor, java.lang.reflect.Method testMethod) 

appears not to be able to modify the annotation because IConfigurationAnnotation does not have setters. 

(ITestAnnotation does have setters, so I presume that transformers are expected to use setters to transform annotations.)
