Not able to install Test link

We are trying to install test link and while following the
instructions from Installation manual we clicked on Index.php File.
We got the following error: -
The procedure entry point OCIBindByName could not be located in the
dynamic link library OCI.dll.
Can some one please help us in this matter. The dll file by the name
OCI.dll is present in the system.
