Is there any way to generate the testcase ID by user.

HI,

Here my prob is

testsuite
--testsuite1
-- test-1
-- test-2
--testsuite2
-- test-3
-- test-4

Now when I add new test on testsuite1 then it should come test-3 and the rest should automatically set.
How will I achieve it.

As far as I know it is not possible to assign a custom testcase ID since it is automatically generated. By the way this should not be a problem since if you giva to the test case a suitable name (ex. test-3) it will be automatically ordered when you clic on "Reorder Test Cases (Dictionary)" in the Test Specification->Test Suite menu.
