How to add a new right

example 'req_relations_management'
1. create record on rights table
For ID=> leave system assign it
Description -> req_relations_management
2. create in strings.txt
$TLS_desc_req_relations_management = 'Requirements relationships';
3. edit
roles.inc.php
add to appropriate $g_rights_* variable
All has to work at least to create a role with the new right.
Work to use the new right has to be done on different pages.
