'Argument list too long' when trying to bootstrap nodes

I realize this isn't specifically testing related but I was hoping somebody here can help me with this.  Somebody on my team is not able to bootstrap nodes for some reason.  He continues to get the same error on any machine he tries to bootstrap.  What's really strange is that if I run the exact same command from my machine it works fine.  I have verified he has the same version of the chefdk installed and searching this on google has not yielded anything that has solved the problem.  See attached screenshot for the error.
