[Release] Test::Reporter 1.28_04

A developer release, Test::Reporter 1.28_04, is now available in
subversion. As this release is a developer release, it is available
only via subversion, and has not been uploaded to the PAUSE for
inclusion in the CPAN.

This release (delta of 1.28_03 to 1.28_04) adds an enhancement whereby
Test::Reporter can submit test reports against distributions using
non-default installations of Perl. I.e., situations in which one may
have many versions of Perl installed without having Test::Reporter and
its dependencies installed for each. See:
