This release is mostly about fixing up the CPAN testers failures. This should
nail them all except the Win32 failure which hasn't been diagnosed.
It probably has to do with IO layers not getting copied so one is spitting out
the DOS newline and one is spitting out Unix. If anyone wants to have a look
at that, the problem will likely be in Test::Builder2::CanDupFilehandles

Work has started on getting diag() and note() to use the formatter.
Test::Builder2::Event::Log is the event they're going to use, modeled on
syslog messages with severity levels. The formatter can choose what to do
with them.

Test Fix
* Work around a qr// bug in Debian etch's perl in t/Builder2/NoWarnings.t
* Tests looking for Mouse can now correctly find it.

New Features
* Added a Log event (nothing using it yet)
* Added a Comment event (nothing using it yet)

Bug Fixes
* Upgraded Mouse to 0.87
* Fixed the SimpleHTML example
* TB2::Streamer::TAP->error_fh could get accidentally initialized
to undef.
