TB1 is now polite about the formatter

A number of features have had a hedge about Test::Builder along the lines of
"this won't work with Test::Builder because it's deeply in bed with the TAP
formatter". I just pushed a change that fixes that. Test::Builder will work
with other formatters, or no formatter at all.

This let's alternative formatters work with things like Test::More (still not
converted to TB2) and Test::Builder2::Tester which has no formatter.
