Attribute - Workable? Functional?

Hello everyone,
After reading through the document about ACC, I found it is a really useful model to manage risks in terms of features/tests/bugs. 
However, I have a question here about the attribute part. http://code.google.com/p/test-analytics/wiki/AccExplained
For any test plan, most capabilities we firstly think of are the functional capabilities. For example, a user should be able to remove the items in the shopping cart. Each of these functional capabilities can be extended to a user story.
So, should we have an attribute named "Functional" or "Workable"? Even we have such an attribute, it may make the ACC matrix pretty unbalanced. For example, 80% of the total capabilities are assigned to the "Workable" attribute. I believe that most of the tests/bugs will be associated to this attribute also. 
Is this the right way to use ACC?
