Add test and Add Bug under Risk Grid

When i click on Risk grid, and expand capabilities below that it shows Test and Bug details. Also there is a link Add test and Add Bug. But on clicking these buttons nothing happens.

What is the use of this and how it works.

The only way to add data is via the API (documented on the wiki).

Those add buttons would show data that has been imported and would let you assign them to the selected capability.
