Proposition: just add and attach Test Cases/Bugs instead of upload a project

It would great (on my opinion) to be able just add and attach to Capabilities Test Cases/Bugs  IDs (as text field), Priority (drop down), Status (drop down) instead of upload a project.

reason: to upload a project can be not easy or impossible for someones
