Is it possible to add new traineddata in the repository, so that everyone who knows the language can use it

Yes. Community contributions are welcome and are kept in https://github.com/tesseract-ocr/tessdata_contrib

Please create a PR with the traineddata file and an information file similar to 

https://github.com/tesseract-ocr/tessdata_contrib/blob/master/khmLimon.md
