Tesseract v3.03 hasn't been released yet (except as a pre-release
version in the latest ubuntu). The code is unlikely to change a lot
from what's currently in SVN, so you could build the development
code for Windows if you're so inclined. If you don't want to do
that, you'll have to wait for the release.
