How can I run Tesseract-ocr on Windows?

Hello, I can no longer run the tesseract.exe on the server. I'm told I can only run DLL's. What are the step to accomplish this and can the DLL be an extension attached in the php.ini file? Where do I find DLL builds for windows or visual studio2015 is even better? Will I need a php wrapper for the ocr or a php_extension wrapper? I'm looking for an outline of the products and steps.  Thank you for any and all help.
