All, I sent a note to the Philadelphia Parking Authority about chargers at Philly airport almost 3 years ago.
Surprisingly, they responded yesterday that PHL now has chargers. Shocked that they help on to my email. Glad that Philly has chargers.

As electric cars become more prevalent this year, I hope that the
Philadelphia Parking Authority will see fit to install appropriate charging
options in the airport parking decks.
Even a Level 1 charger (120V) would be helpful, and inexpensive. A Level 1
charger can fill an electric car battery at 5 miles/hour. Given that
airport parking stays are typically 24 hours or longer, this is more than
enough electricity keep a car topped off. Further, it would not be
unreasonable to charge a bit extra for electric spots.
Electric cars, including the Tesla Model S, slowly lose charge when left
unplugged. This dynamic is especially pronounced in cold weather. Cars
with lower ranges like the Nissan Leaf would benefit from being able to
recharge for a return trip home. Charging stations at the airport would
make it more feasible for travelers to use the airport with their
environmentally friendly vehicles.
