sysprep / windows terraform w/ packer

Two questions-
If I am deploying an image that is created with packer, should packer run sysprep on shutdown, or will terraform handle this, as long as skip_customization is false ?

I am trying to isolate what is causing my template deployed with terraform on vsphere 6 to not have any network adapters connected.   I am not sure if it is related to dvs usage at this point, but I don't see an option in terraform to have nic connected, or connect at start, despite the setting enabled on the template.

Alright so I figured this out.

If I am using terraform to deploy, I should not shut down with sysprep.
In addition, the 1st boot before sysprep (VMWare initiated customization) the system will boot without the network connected.
A subsequent reboot, where it does naming, domjoin, etc, it will connect the adapter.
