Deleted terraform Tfstate and backup files - How to recover

Hi ,

1. I have deleted my tfstate and tfbackup files and would to recover and run the process again.

Tried refresh option didnt work.

2. Also i had a issue in other folder where i have tfstate and backup file if i unlock using command 

 terraform  force-unlock [.]     then i am getting "Local state cannot be unlocked by another process".

Can someone please point me correct direction.
