ECS Idempotent

Hello,

I am running and ECS terraform script and when I initially create the services they are up and running. But when I execute it a second time to update part of the infrastructure I get the below. Has anyone encountered this particular issue before? Currently using terraform v0.7.11

aws_ecs_service.test: InvalidParameterException: Creation of service was not idempotent.

Upgrade to 0.7.13 fixed the issue.
