Template-dir needs to be split into two parts. A directory containing
template sets, and one choosing the desired set. This allows multiple
template sets (light, heavy, others) to be shipped with terbium and
selected with a simple terbium.json option for the project.

Comment:

template-dir and template-set are now distinct configuratin entries,
allowing for a bundle of templates to be managed together (i.e.
