New Tools for Infrastructure Development: Infrastructure Development Districts



In response to the growing volume of questions surrounding Tennessee’s new Infrastructure Development District (IDD) legislation, Bass, Berry & Sims will be hosting a live and virtual training session designed to provide timely, practical insight into this evolving framework.

This session will offer a comprehensive overview of IDDs, including their purpose, formation, and key policy considerations, as well as how assessment revenues may be used to support infrastructure costs. The program will also address important financing considerations, including when bonds secured by assessment revenues may qualify for tax-exempt treatment, and will explore development agreements involving infrastructure that will ultimately be dedicated to a public entity.

The training will conclude with a discussion of recent legislative updates relative to incentives, with a particular focus on changes to the PILOT statute.
