The download link at:

This fails to load with the error code "INET_E_DOWNLOAD_FAILURE" when using Edge

It fails with the error "The connection was reset" when using Firefox

try to turn off the active antivirus and do re-install

I use Avast and disabled the Web Shield - this allowed the download.

As a side-note, it's quite concerning that I had to do that...
