Well, admin already answer it but maybe u can try my solution too.

I will tell you something but please don't take it as "IT WILL 100% WORK" but it work for me. 

First, in my case, you have to differentiate between disabling AV and "exclude the app" or "exclude the folder". When I disable the AV (protection and firewall, even I restart PC), it doesn't work

But somehow when I exclude the apps from my AV, even in condition that my protection and firewall are on, I can do it

Hope it work for you guys but if not work, I dunno what to say anymore. It's just suddenly work for me

I never got this error but for whatsoever effing reason I started facing game lags for which I followed the steps provided for this error, And so I disabled my AV and the game suddenly worked fine, there wasn't any lag.And this was only for yesterday! But today the lags are even more critical than yesterday, Before you ask me to check my internet, let me add I'm seeing four green bars and to double check I was even able to stream HD videos outside the game! why am I facing these lags ? even after the new update the game was working fine, these lags only started when you guys gave a notification about having a fix for some error which I haven't got,
