tempo installation error

Trying to install tempo, and i struck with the following error

Ruby/lib/ruby/1.8/ftools.rb:64:in `initialize': No such file or
directory - ./tempo-tomcat5-2009.10.09/webapps/axis2/WEB-INF/conf
(Errno::ENOENT)

And i can't find the bpms.sql ....

Anyone have a clue?
