I don't think Machine Translation for Indian languages have come to an effective level.....
here, at IIIT, the Language Technologies Research Center, aka LTRC, is working on a Machine Translation system for Indian languages called SHAKTI. It is still in experimental stages:

this is the URL..but, I am not sure if it is accessible for outsiders.....
Will let u know about other Indian University initiatives for Machine Translation, so that u may get a software for Translation anywhere.

Hi

shakti.iiit.ac.in is accessible for outsiders too. Try out English-Telugu translation.
It is actually not a good translation. And work is still going on. Infact, we still discuss issues in Machine Translation in our NLP classes.
So, Don't get irritated if results are not good. :)
