If you already know about, creating an english website using same tools!

then instead of keeping English text you can simply replace it with Telugu unicode script and it will work!

use http://lekhini.org to type in Telugu .

Good Question.
ASP.Net(2.0+)   has a Concept   called   Global Resources(just like Dictionary ) for creating (Bi)/Multilingual   sites.

See this Portal .It's a multilingual site.(Can be made as multilingual just by adding Dictionaries)

Much more efficient would be to get a Telugu Keyboard (standard
inscript layout)

Because you will have to use Telugu extensively on and off the
internet and in various editors, this will be your best choice.
You might try Baraha also.

While typing in Telugu is one aspect of it, the real problem is
different. Anybody creating a Telugu web site wishes that everybody
else shall be able to see his site as he sees on his own computer ie.
irrespective of OS and Browser used by visitors. As far as I know,
this is, as things stand today, is not possible cent per cent. That is
the reason why people are going for showing text as images. One has to
make lot of things before he sees text properly in Telugu. What is
applicable to Windows is not applicable to Mac and so on. We cannot
expect the ordinary viewer to do all this before he can see the site
content properly. Only when this is possible, we can expect better
viewership for Telugu web sites and that definitely will alter the
present senario.

అందరికీ ఓ విన్నపం ముందు మనం తెలుగులొనే ముచ్చటించుకోవడం జరిగితే
బావుంటుందేమో కదా?
