After reading through the docs I am trying to figure out if there is a
way to only transfer the call if someone picks up the extension at the
other end.

This is to solve a specific problem with our tech support calls.
Multiple technicians are available via cell phone or voip extension.
I want to be able call all simultaneously and when a human picks up,
which could be distinguished from voice mail by something as simple as
making them press a key, the call is transferred.

The goal is to create a system where a human always picks up. Does
this sound like it can by done with Teleku in any way. If not will it
be possible in the future?

Hi Jeff

Yes, this use case should be easy to accomplish with Teleku. I am assuming that you are referring to outbound calls. Our dial method is asynchronous allowing you to initiate an unlimited number of dial commands that, in turn, route to your extension. The extension can prompt for the called party to press one and then your application could respond with a transfer command.
