License Auction in Pakistan

Hi All,

Now that PTA finally seems to be ready to auction spectrum licenses, I
would like to ask a few questions.

• Since all the four licenses are technology neutral, what are your
guesses as to which operator will go for which technology?
• There is auction of a new operator license. But the spectrum looks
ok only for LTE. To the best of my knowledge, UMTS cant be
implemented @ 840MHZ. I once saw Motorola guys showcasing their LTE
equipment for this band, although I am just wondering if any other
vendor has LTE equipment for such a band.
• Do you think any existing CMO will purchase the license of ‘new/
defunct operator’. This has the catch that the new operator can launch
services in 2012, while the other 3 licenses come with precondition
that they cant launch services before 2013.
Now, a few points which are really confusing.

First, Mobilink has recently swapped Motorola with ALU in South. Since
ALU’s 3G solution is good for nothing, and i never heard any monkey or
donkey awarding LTE contract to ALU, this poses considerable
questions. Will Mobilink want to again swap ALU in just 3 months?
This makes me think that atleast some operators will have to install
equipment from 2 vendors on same site.

Warid doesn’t have any money to invest in Pk. Neither Singtel appears
to have any. So if we assume the four licenses will be purchased by
existing CMOs, there appears no competition and hence no reason for
bids to go higher than base price :)

If a new investor grabs the license of Instaphone, wont it be a hell
for it to start from zero? Ok, it can share sites, but still.... Does
the CAPEX/OPEX justify the ARPU?

Finally, what about the handsets? If any operator wants to launch LTE
using the ‘Defunct License’ in 2012, are there any LTE handsets in
Pk?

IMHO, the existing operators will have to give their subscribers LTE
handsets if they opt for it. And I m not sure if the operators will
have LTE handsets ready by the time they launch their services.

I can only answer your last question about LTE handsets. HTC has launched its LTE handset and iphone 5 will be LTE enabled as well ( as per media leaks). At the moment though, there are not many LTE handsets around the world, but by 2013, there should be plenty.

Keep fingers crossed. So far none of the technically qualified 'management
teams' have sniffed on the bait. Though a small comm'solution front company
of Indian owners from Western Europe have show 'SOME' interest to an 'SMART'
elbow of power house in current Govt met him last week in Europe.
