I have recently switched to Telenor and noticed that, realizing the market's sensitivity to price and the balances (whether pre-paid or postpaid) are often not there to make calls or send SMS etc, they have a nifty service in which a subscriber can send out an SMS for 1 paisa only. This is done by sending a (bit) cryptic command to a short code. The SMS is processed and the receiver is notified about the message (such as call back this number or receive an SMS at the cost of the receiver).

Strictly speaking, this is not an advance or unsecured credit (because the operator gets the money from the second party anyway) but this, like Jazz Advance, is a unique way of addressing the local market's requirements.

That's called intelligent marketing gimmick. This is not new same sort
of service offered by traditional PSTN operators for "FREE" such as
message recording, Call waiting and finding unanswered call. With
these type of so call free services call the density of the call
termination increases and credit goes to the operators pocket.

As a Value Addition - there's an Opportunity here for (W)LL Operators also - They could offer Internet at No advance Payments,  User Calls the LL Operators designated Number & the user is charged at Normal rates - The Operator automatically receives revenue for receiving traffic to their network from other networks. For the customers, who are already using the local prefixe - they could be charged a per min. minimum amount on their monthly bills or vice versa.

The only problem is that the WLL operators would 99.99% be using a wireless technology that heavily compresses the traffic and is optimized for human voice and talking patterns only. Data calls made from a PSTN number to a WLL number (for onwards Internet access) will not mature and even if they do, it would be horribly slow at 2400 bauds per sec. Of course, an exception would be a LL operators who has copper running from his COs to his customers. Given the capacity a TDM switched call has, such an opportunity would be feasible. But we don't have LL operators. I've only seen WLL operators so far.

I guess, however, there are opportunties in the domains of PRS, ATFS and other things that are focused on human voice only.

There was an uproar of illegal voice terminations in the country and PTCL was policing what is the update on the issue of voice terminations?
