The attached public notice is from today's NEWS (Rwp/Isd Edition). Any idea of what is going on?

Winding up...the petitioner is Huawei. Can anyone explain what is this about?

I'm not a lawyer but I consulted my mother and according to her anyone can petition against any entity. This is very normal. In this particlar incident it is supposed that Warid owes Huawei X amount of money which the former is refusing to pay. Huawei is arguing that company (Warid Telecom) is operating in Pakistan and is not is position to pay solvent hence they should be directed to wind up before they create any further liabilities.
 
This has no standing in court of law unless Warid has explicitly written directly to Huawei or under 1940 arbitration act of Government of Pakistan that they cannot pay due to various reasons. Then that written proof or paper is presented in court and all of the above in first paragraph becomes true and Warid only then would be directed to close down operations. Warid won't be stupid enough to give anything in writing unless otherwise proved.

Im guessing its about overdue payments for equipment.

Huawei has become so desperate that they are demanding a liquidation
of the company.

Interesting...on the other hand, if Warid is clean in this case they should come up with a clarification. It isn't a small thing that a wind-up Warid petition is filed in court.

Where would Warid be deploying Huawei equipment in it's network? IP routers? Switches? Radio equipment, I was told, is Motorola.

We shouldnt mix it up with winding-up or closing-up of any company. It
is just a matter of plea of one company against another for settlement
of their financial or any mutual disputes.

Let us wait, if interested, for the decision of court and shouldnt
discuss it unnecessarily until a reconciliation takes place or court
provides a guideline for such a dispute.

Warid already has Huawei (atleast) in Radio in most rural areas of
Sind & Balochistan. They swapped Ericsson from areas where their
revenue was low....

Islamabad—We refer to the Public Notice issued on 30th September, 2010 by the Deputy Registrar of the Lahore High Court in respect of the Petition for the Winding Up of Warid Telecom (Private) Limited (Warid) presented by Huawei Technologies Co., Limited (Huawei).

Huawei petition is a vendor dispute which Warid and Huawei are in discussions to resolve amicably, failing which Warid intends to vigorously defend the claims initiated by Huawei. Imtiaz, Huawei isn’t the only company requesting Warid liquidation and to be very honest, they are not so desperate. There is always a lengthy lag from Warid for payments. Consistel winded up their Pakistan operations because of pending payments from Warid.
