Highly Preferred
Experience working with Texas Workforce Commission (TWC), Workforce Agencies, or Department of Labor
Experience implementing or supporting NASWA SIDES (State Information Data Exchange System)
Required Skills & Experience
8+ years of experience developing COBOL, Natural, and JCL applications in large-scale mainframe environments
Strong experience with DB2 database design, optimization, and schema modifications
Experience with CICS, batch processing, runtime routines, and online screen modifications
Experience integrating SOAP, REST, XML, and JSON web services with legacy mainframe applications
Experience with LDAP, SAML, or OIDC authentication and authorization frameworks
Strong understanding of Software Development Life Cycle (SDLC)
Experience performing software testing, debugging, troubleshooting, and production support
Expertise in legacy code analysis, gap analysis, and impact assessment
Preferred Skills
Experience with NASWA SIDES exchanges
Functional knowledge of:
Additional Fact-Finding (ADF)
Determinations & Decisions (DD)
Monetary/Potential Charges (MPC)
Benefit Charges (BC)
Experience with ALM Octane and Microsoft Visio
Experience handling Personally Identifiable Information (PII) in State or Federal environments
Experience with Azure, Okta, LDAP, or Microsoft Entra identity management
Key Responsibilities
Develop, enhance, test, and maintain COBOL, Natural, and JCL applications
Implement and support the four NASWA SIDES exchanges:
Additional Fact-Finding (ADF)
Determinations
Monetary Charges
Benefit Charges
Analyze and modify DB2 tables, schemas, CICS screens, runtime routines, and batch processing jobs
Integrate external SOAP/REST/XML/JSON web service data into legacy mainframe systems
Perform requirements analysis, system design, coding, testing, debugging, and deployment
Create technical documentation, program specifications, and test cases
Conduct gap analysis, impact analysis, and system optimization
Support secure authentication and authorization using enterprise identity frameworks
Collaborate with internal and external stakeholders throughout the Software Development Life Cycle (SDLC)
Troubleshoot software, hardware, database, and production issues while ensuring application stability
