Job Description

The Worker will perform advanced (senior-level) business analysis work to support the GIS modernization and migration to Azure SQL Database at the Client. This role involves gathering and documenting requirements, analyzing business processes, supporting user acceptance testing, and facilitating data migration from Oracle to new systems and data warehouse solutions. The position requires independent judgment, initiative, and the ability to work under limited supervision while ensuring all deliverables meet established quality standards and business analysis methodologies.

Responsibilities:

  • Lead requirements gathering, analysis, documentation, and validation for GIS modernization and data migration projects.

  • Collaborate with technical and business stakeholders to define and document system requirements, functional designs, and process workflows.

  • Support the migration of GIS data from Oracle to Azure SQL and contribute to the development of a Data Warehouse.

  • Facilitate sessions with business users, project managers, and cross-functional teams to define project objectives and deliverables.

  • Analyze production support issues, determine root causes, and document corrective actions.

  • Develop and maintain project documentation including business requirements, process diagrams, traceability matrices, and user stories.

  • Provide guidance in developing user acceptance testing (UAT), training materials, and implementation plans.

  • Ensure consistency, accuracy, and quality in all deliverables following established standards and methodologies.

  • May assign or supervise work of other analysts as needed.

Required Skills & Qualifications:

  • 10+ years of business analysis experience in software development projects, including documentation and stakeholder communication.

  • Expertise in requirements elicitation, data modeling, traceability, and use case development.

  • Strong analytical, interpersonal, and communication (written, verbal, and presentation) skills.

  • Proficiency with MS Office Suite, Visio, and prototyping tools such as SnagIt, Adobe Illustrator, or Axure.

  • Experience facilitating interactive sessions and working with cross-functional teams.

  • Proven experience in root cause analysis and production support issue resolution.

  • Ability to define functional design specifications and deliver complete design packages.

  • Experience developing business process documentation and system design artifacts.

  • Hands-on experience in UAT planning and execution, training, and implementation support.

Preferred Qualifications:

  • Experience with ESRI GIS products (ArcGIS Pro, ArcGIS Online, ArcGIS Server web services) and geospatial databases (Oracle Spatial, SQL Server, Azure DevOps).

  • Familiarity with Mainframe environments, Data Warehouse/Data Lake, Informatica, or Snowflake.

  • Knowledge of process improvement strategies and methodologies.

  • Proven ability to lead organizational change and process efficiency initiatives.

  • Experience in the Oil and Gas industry, particularly in compliance and enforcement projects.

  • Bachelor’s degree in Computer Science, Business Administration, or related field (or equivalent experience).

  • Certifications such as CCBA or CBAP are highly preferred.
