Job Description:

Job Summary:
The OCM Specialist is responsible for planning, executing, and sustaining change adoption strategies for IT and business initiatives. This role ensures smooth implementation and user adoption of new technologies by developing change management plans, communication strategies, and stakeholder engagement activities.

Responsibilities:

  • Develop and implement organizational change management strategies and deliverables (e.g., Stakeholder Analysis, Change Impact Analysis, Communication Plans).

  • Measure and report on change readiness, adoption, and sustainability.

  • Collaborate with project managers, business relationship managers, and technical teams to drive adoption of new technologies.

  • Create clear, user-friendly communications explaining technical changes in non-technical language.

  • Provide coaching and guidance on change management best practices.

  • Develop and execute communications plans to improve awareness, transparency, and engagement across the agency.

  • Support cross-functional collaboration and process improvement within ITD.

  • Foster an inclusive and transparent culture through strong communication and teamwork.

Required Skills & Qualifications:

  • 4–7 years of experience in Organizational Change Management (OCM).

  • Working knowledge of OCM methodologies such as PROSCI.

  • Experience developing and executing change management deliverables and metrics.

  • Strong communication, writing, and presentation skills.

  • Experience engaging stakeholders at all organizational levels.

  • Proven ability to manage agency-wide or large-scale change initiatives.

  • Experience developing end-user documentation and communication content.

  • Team-oriented with strong collaboration and interpersonal skills.

Preferred Qualifications:

  • Bachelor’s degree in IT, Business Administration, Communications, or related field.

  • PROSCI certification.

  • 5 years of experience in marketing and/or corporate communications.

  • 5 years of experience in graphic design or visual content creation for messaging.
