COA to MikroTik client

I'd like to issue a COA packet to a MikroTik client to trigger a PPP client to refresh the MikroTik-Rate-Limit attribute, but I'm unclear reading the documentation how to achieve this. 

I'm running the version that runs off SQL server backend, which I think is the version without any suffix?
