The system should be available, but it is always possible that there are issues with the installer script - we verified the installer script on a wide range of systems, but there is no end to the amount of Linux systems out there, and new releases sometimes break the installer script. Furthermore, firewall settings can prevent the installer script from reaching the repositories, or prevent you from accessing the installation you created.
If the browser says that the system is unavailable, that sounds like there is a problem with the Apache server itself - and I think I have seen that particular message only on Mac OS, where indeed currently installation is made very difficult due to the hard security settings of the newer system.
So could you maybe provide some more details on where you are actually trying to create an account:
- are you trying to create a local installation of TEITOK? (or rather get an account somewhere else)
- what is the system you are running on the computer where you are trying to install TEITOK?
- what is the URL where it tells you that the service is unavailable?
