Tegaki experienced coders?

Hi everyone -

If this isn't the appropriate place for my post, please remove it.

I haven't written a line of code in probably 10 years, and I'm not really interested in getting back into it.  But I have a project I would like to develop that involves Tegaki.  I was wondering where I can find experienced Tegaki coders?

Without getting too much into it, the idea is for a hiragana, katakana and kanji learning application that uses handwriting recognition to quiz the user.  I've tested Tegaki on windows and I think it might be a good foundation, but I need it to do things like reject incorrect stroke order, not recognize a character when it's not the character the quiz is asking for, and so on.
